Ms. Norman joined The Literacy Institute at Virginia Commonwealth University in November of 2004 where she serves as the executive assistant for Dr. Mark Emblidge and finance manager for the Virginia Literacy Foundation.

Prior to joining the Institute, she was employed at the Virginia Department of Education working in the divisions of early childhood special education, middle school, and career and technical education. In the division of career and technical education, she worked with the Carl D. Perkins and Eisenhower federal grants and the High Schools That Work grants from the Southern Regional Education Board.

Ms. Norman has a BS in Business Administration from the Virginia Commonwealth University. She is also a member of Beta Gamma Sigma, an honor society for international business.
